Phantom PHANTOM OF INFERNO NITRO ARCHIVE Claudia McCunnen
Inferno executive, F40 driver, and the woman who can hand Zwei his name — or take the rest of his life.
Claudia McCunnen is the adult in Phantom PHANTOM OF INFERNO NITRO ARCHIVE who already knows how the board is laid out. While Ein follows orders and Zwei is still learning which end of a rifle is his, Claudia works Inferno from the executive floor: Irish-American mafia manners, alliances, blackmail, a smile that arrives before the knife. She is beautiful on purpose. She is also the person who can return Reiji Azuma’s name to him, teach him to drive a Ferrari F40, and ask him to survive at any cost. On Steam she uses the 2009 television design and Hisakawa Aya’s voice, the same pairing as the anime. Japanese audio only.

Her pages in this wiki exist because Chapter 1 and Chapter 2 both offer a Claudia route, and because two of the game’s most argued endings — From Atop the Hill and The Woman in the High Castle — are hers. If you only wanted a sniper romance, you could ignore her invitations and still finish Ein’s story. If you accept the ride, Inferno stops being a dungeon you are trapped in and becomes a company you might inherit.
Executive, not assassin
Claudia does not hold the Phantom title. She does not need it. Inferno is a United Nations of crime, and she is one of the officers who tell that United Nations what to fund. Raymond McGuire, the Colombian drug lord, is the quiet center other executives obey. Isaac Wisemel runs Los Angeles muscle through the Bloodies. Scythe Master manufactures people. Claudia’s talent is making those men useful to her without standing in a sniper hide.
She befriends Zwei quickly because a newly wiped assassin is raw material, and because a boy who still flinches is easier to bind than Ein. That does not make every kind line a lie. The remake’s Claudia, with Hisakawa’s warmer register than some older portrayals, can sound like the only adult who thinks Zwei should get a bed, a name, and a future that is not Scythe’s lab. The trick the script keeps playing is that those gifts are also leash points. A name is identity. It is also a file she already had.
The Ferrari F40 is not a random rich-person prop. Learning to drive it is a Chapter 1 flag. Decline the ride and you stay in Ein’s gravity. Take the ride, keep the car, and Claudia’s route opens: bodyguard work, a private orbit, the sense that Inferno might be something you climb instead of something that ate you. The walkthrough marks the driving choices. This page marks what they mean. Zwei behind that wheel is already halfway to her philosophy — motion as survival.
Lizzie Garland
Lizzie Garland is Claudia’s childhood friend, gunman, and the person who will still argue with her when executives have stopped doing that. Watanabe Akeno voices her in the remake, same as the television series. If Claudia is the plan, Lizzie is the insurance. She drives, she covers doors, and she is the one who can arrive at the Chapter 1 compound in time to keep Scythe from finishing Zwei.
Steam lists an achievement named Lizzie. As with the other character-named trophies, this wiki does not invent a hidden extra scene for it. Spend time in Claudia’s chapters and the overlay will tell you when the script has formally introduced her.
Lizzie is also the moral brake. On Claudia’s Chapter 2 close she can draw on Zwei. Whether you shoot is not a reflex test. It is the last time the story asks if Zwei still believes Claudia’s people are his people. Spare Lizzie and one set of title cards opens. Fire and you have already started becoming the man From Atop the Hill needs. Lizzie herself can walk away from Inferno in that future and open a bar in the country, disgusted with what the boy she saved turned into. Remember her as more than a supporting sprite. Claudia’s route is a two-hander.
Chapter 1 and Chapter 2 routes
Chapter 1’s Claudia path asks you to learn the F40, accept her intimacy during the bodyguard assignment, save Ein anyway, and plan to return to Inferno rather than vanish with the sniper. The compound then plays as a cat-and-mouse against an unknown shooter. Zwei may fire on a silhouette that is Ein. Scythe still escapes. Lizzie still has to drag someone out. The point is not that Claudia wanted Ein dead. The point is that choosing the executive does not pause the war between Scythe and the board.
Chapter 2, a year later, is Claudia’s Godoh project: pull a Japanese yakuza network into Inferno’s structure, keep Scythe from completing his revenge, and decide what to do with the assassin she invested in. Cal can appear in the same chapter. If you chase every Cal flag and also keep answering Claudia’s summons, the game will eventually make you pick a house to visit. Go to Claudia’s and you have chosen her Chapter 2. Stay away and Cal keeps the camera. That fork is easy to miss if you think the game will let you date both in parallel. It will not.
Complete Claudia in both chapters and you are aimed at the hangar. Incomplete flags dump you into warehouse deaths, Ein’s Southbound, or Cal’s fugitive closes instead. The endings guide is the checklist. Claudia’s character page is the motive: she is trying to take back a life Inferno already chewed, and she will use Zwei as partner, weapon, or tragic example depending on how honestly he answers her.
From Atop the Hill
At the hangar the script offers a brutal pair of choices. Shoot Claudia and you honor the thing she taught him — survive, keep moving, do not become the person who lets fate finish the job. Zwei kills her, returns the disk to Inferno, and the years turn. Inferno unites American kingpins. Then those kingpins die to Scythe’s Zahlen Schwestern, because Zwei learned how to talk to copies grown from Ein’s data. He shoots Scythe. If Cal’s route was also alive, Lizzie can report that Cal killed McGuire in Colombia and Zwei hangs the Phantom title on her. Lizzie leaves. Zwei visits a grave on a hill above the city.
Readers call this the most Phantom-like official ending: love and career as the same wound. It is not a joke ending and it is not a glitch. Steam’s 360-descended trophy list treated 丘の上から as a full title-card achievement. Confirm the English overlay on your client rather than assuming a secret variation is required. There are two flavors depending on whether Cal existed in your Chapter 2, but both are the hill.
The Woman in the High Castle
The other hangar answer is to accept fate and let Claudia fire, even helping her by pretending to shoot first. Zwei dies in her arms and tells her to live, to take back what was stolen, to make Inferno pay. A year later she is attached to a new Gambino-family number two, working that man the way she once worked Inferno. She still has the .38 special cartridge. She still cannot throw it away. At a high window she tells herself to become stronger than the merciless woman who pulled the trigger.
It is Claudia’s ending even though she lives and he does not. The title is the point: she gets the castle and it is empty. Steam and the 360 list both treat 高い城の女 / The Woman in the High Castle as a tracked close. Again, this page will not invent undocumented extra conditions. If you reached the hangar on her completed flags and chose not to shoot her, you are in the right neighborhood.
Voice, image, and how she sits next to Ein
Hisakawa Aya is the remake and television Claudia. DVD-PG / PlayStation 2 and the OVA used Inoue Kikuko, a very different flavor of executive. If you remember the original eroge’s more openly predatory line readings, expect the Steam build to keep the manipulation but dress it in the anime’s softer face. The hero screenshot is the same tender hold used on Zwei’s page — Claudia with the boy she is either saving or recruiting. The official play movie here is NITRO PLUS’s third posted 360 session, first half, where her circle and the conspiracy talk have room to breathe.
Steam includes an achievement named Claudia among the 34. Named trophies also exist for Lizzie and, on other paths, Phantom and Reiji, all of which can fire during her chapters without proving you have finished the hill. Use the endings guide when you want the title cards, and the Characters Hub when you need Raymond, Isaac, and Scythe in one supporting list.
Claudia is the test of whether Zwei wants a person or a future. Ein offers a shared empty space that might fill. Claudia offers motion, money, and a hill with a view. Both are honest offers. Only one of them includes an F40.
Frequently Asked Questions
Quick answers for new Steam players and returning fans.
Who voices Claudia McCunnen on Steam?
Hisakawa Aya, the 2009 television actress. The Steam port has Japanese voices only. Older DVD-PG and PlayStation 2 releases used Inoue Kikuko.
Why does the Ferrari F40 matter?
Accepting Claudia's ride and learning the F40 is a Chapter 1 route flag. It is also the metaphor she lives by: keep moving or get replaced. Decline and Ein keeps the private scenes.
Who is Lizzie Garland?
Claudia's childhood friend and gunman, voiced by Watanabe Akeno. She covers Zwei in Chapter 1 and can draw on him in Chapter 2. Steam lists an achievement named Lizzie.
What are Claudia's two late endings?
From Atop the Hill if Zwei shoots her at the hangar, and The Woman in the High Castle if he lets her shoot him. Both need her Chapter 1 and Chapter 2 flags. Details sit in the endings guide.
Can I finish Cal's route and Claudia's route on one save?
You can collect Cal flags during Chapter 2, but a house-visit choice will force you onto one completed path. The walkthrough shows where that split happens.
Does Claudia appear in Ein's story if I never romance her?
Yes. She remains an Inferno executive, the Godoh negotiator, and the woman with files on Zwei's real name. Skipping her route only skips her private ending, not the organization she sits in.
